Chapter 314 of My Hero Academia has shattered the veil of the virtuous utopia of the pro hero society. The existence of the Symbol of Peace and the Pro Hero system was presented as the sole reason for the order that existed in the society, but that seems questionable now.

Truth About the Public Safety Commission

The organization responsible for handling the interactions between heroes and society as a whole is not what it seems to be.

Their public image of functioning as a righteous body to maintain order was shattered in this chapter. It is revealed that the HPSC often likes to play judge, jury, and executioner in the hero society.

HPSC tends to go overboard with their killings for the “greater good,” as shown in the chapter. They order Lady Nagant to kill the two heroes accused of colluding with the local villains to increase their popularity.

Without any sort of investigation or trial, these people are sentenced to death. It is hard to believe that this was an exceptional circumstance, as the president of HPSC assigned the mission as second nature without any remorse.

The HPSC seems to be no different than villains in their functioning.

Victims of Darkness

Not everything can be pure evil or pure good. HPSC is the one manipulating them. You can’t blame the products of their malice. While Hawks was justifiable, Lady Nagant was the wicked one.

It is obvious that Hawks was made to do some shady things by HPSC, even before his mission to infiltrate the League of Villains. Hawks seems to understand the greater good in his missions, but it is very different from what he wanted to become.

Sadly, this is not the case with Lady Nagant. She is made to kill countless people to execute HPSC’s will. At first, she justifies her actions necessary to maintain peace, but it gets to her in the end.

The chapter shows her remorse for all the killing she had to do for the Public Safety Commission. All this killing tainted her psyche and made her question her role in society.

One would think all this would come as a shock for Deku, but clearly, he has outgrown his idealism and understand the shades of grey in society. It will be interesting to see if they can understand each other in the future, or are they destined to be on the opposite side?
