The one pointing the gun at Takemichi dropped his weapon by receiving a kick from Draken so it wasn’t him who shoot him but that raise even bigger questions.

We still can’t say anything for sure but it may have been anyone from the Kantou Manji or Rokuhara Tendai Gang who killed him to gain an upper hand in the upcoming war. Only the upcoming Tokyo Revengers 224 will reveal what happens next.
Is Kawaragi Senju Really Safe?
Takemichi had visions in which he saw Senju laying wounded and was on her last breath. According, to what we have seen until now Senju was hurt while saving Takemichi but he has changed that future and caused alterations in it.
The worst-case scenario that can happen now is that Senju is also get ambushed and gets wounded like Darken, we might get to see it in Tokyo Revengers Chapter 224 scans.
The person who shot Draken may still be around them in search of another opportunity.
