Eugene even arranged for reporters who will exclusively cover what Eugene needs the public to know and thus a full plan is made to deal with the after-effects.
But isn’t the plan having too many loopholes for Big Deal to take action? Eugene certainly has the ability to take quick decisions but surely there is more than what meets the eye.
The deal between Jake Kim and Charles Choi
Jake Kim always has some plan in his mind and never goes in somewhere without a backup plan. Surely when his approach to focusing on Choi’s weakness did not work, he did not give up.
Rather, now they have a peculiar deal going on. Charles Choi had initially started the four groups for collecting money for his business and now that he has come a far way, those groups are nothing but a hindrance on his side.
Apparently, Charles Choi has some weakness that has still not been disclosed and Eugene seems to be aware of it. Kim will help take down Eugene while Charles will help Big Deal in the fight – the final goal being to subjugate the Workers.

Eugene is the pillar of Workers, naturally without the brains working a big organization will definitely shatter.
Charles Choi suggested Jake Kim capture Eugene alive and take him somewhere in secret. Charles can kill him and erase his existence in the country.
Choi will deal with the rest of the Workers if Jake manages to capture Eugene.
It seems quite like an easy plan, but the main concern is whether Jake Kim can capture Eugene.
Cap Guy Theories
Due to the absurdity of the Cap Guy taking off enemies easily, he surely has captured the attention even though not many scenes were shown.
According to many theories, some believe the Cap Guy to be Eugene’s twin who has similar powers to complement Eugene who serves as the face of the Workers.
Eugene is never shown without his glasses, the scene where he was introduced shows his face with his glasses shining. It was really quite peculiar when Eugene had put off the glasses while talking to the Police Delegate.
So the whole thing comes up as the twins change positions at advantageous times to set up a plan for trapping enemies. There must be a reason why even Charles Choi is unsure of Eugene’s capture.
